Clifton Springs. Sept. 8, 1887,
Dear Mr. Giddings,
I am glad you
so decide. It may interest
you to know that I have had
a conversation with Mr. Biddle
of the Conn. Labor Bureau.
He expressed the highest regard
for Work and Wages, said he
hoped to distribute much
reading matter among workmen,
and that impartial matter was
what he wanted. I wondered
whether any arrangement for
distributing the paper through
labor bureaus could be made. It
seems like a wild idea, but then
may be something in it. I think
he (Mr. Biddle) had something of
the kind in mind.
