Gentlemen of the Committee:
Professor Adams desires a formal
note on the question whether Wagner or
Cohn shall be the second author translated.
In the replies to the circular letter res-
pecting the advisability of employing Miss
Franklin, several members of the Com-
mittee expressed themselves in favor
of Wagner.
Professor Adams writes:
"I am strongly of the opin-
ion that we want Cohn and not Wagner.
Wagner is too big for a first (second?) ven-
ture. I suggest that you reopen
the question."

Clark For general circulation I think Cohn more
available. For economists Wagner is preferable. I think
we must consider the public in the second publication,
and, on the whole, favor Cohn. My personal desire to
see Wagner in hands of students would lead me to readily
acquiesce in decision favoring Wagner.
