There is a good deal
to be said for the suggestion
that an occupier in a borough
should be allowed to make his
choice between the county
and the borough if qualified
for both; but so novel a
proposal would have no chance
of being adopted, and the
principle involved in it
would, I think, be more
usefully discussed on a larger
